Howland Heat Pump Program: Heat Pump Rebates for Low and Moderate Income Mainers. The Town of Howland has received funding ($34,500) from the Penobscot County Commissioners to expand the Maine Efficiency low to moderate income families heat pump rebates. If you live within the Town of Howland and meet the criteria to qulaify for the $2,000 rebate through the low to moderate income rebate program the Town of Howland will also contribute up to $2,000 towards the cost of a heat pump.
